Retiree Medical Grant to Health Reimbursement Arrangement (HRA) Conversion
The County has worked with our largest unions to develop a plan that provides more flexibility and portability to employees when they retire, especially the PEPRA employees. On December 20, 2022, the Board of Supervisors approved changes to the Retiree Medical Program to address those concerns. The current Retiree Medical Grant (RMG) will freeze on June 15, 2023. Effective June 16, 2023, the County will transition to a more flexible Health Reimbursement Arrangement (HRA) funded by contributions from the County, or other employer as applicable. Unrepresented County employees, eligible employees represented by labor groups that have agreed to this change, and eligible Court employees, will transition from the Retiree Medical Grant to a Health Reimbursement Arrangement (HRA).
Eligible employees can choose to keep their Grant frozen at its current value or receive a one-time contribution, based on the value of their grant, to their new HRA. Below is a timeline of events and resources to assist eligible employees in making this election.
The Employee Benefits website (https://hrs.ocgov.com/hra) will have the most up-to-date information, so continue to check back as more details become available. If you are not sure if this change will impact you, scroll to the bottom of this page, look under the “Tools” tab and click on the link that says “Eligible Classifications” to see the current list of Unions and Bargaining Units that will transition to the HRA.
