Complaint Procedures

For many years, the County of Orange has been committed to equal employment opportunity in the workplace. This has meant not only that we avoid discrimination. but that we provide a complaint handling procedure for our employees who believe that they may have been adversely affected by illegal employment discrimination. Despite the many changes that have taken place over the past several years, the County maintains its commitment to equal employment opportunity, including the neutral, independent investigation and resolution of discrimination complaints.

The County of Orange Equal Employment Opportunity Access Office (formerly the Affirmative Action Office) is part of the Human Resources Department. This office is responsible for insuring that County Agencies/Departments are in compliance with federal, state and County equal employment mandates. This is accomplished through technical assistance, training and complaint handling. Managers and supervisors can contact the EEO/Access Office for explanation of complex discrimination and equal employment laws, or for guidance on how to deal with a potential discrimination or workplace harassment issue. Individual employees may also contact the EEO/Access Office for that type of information or to request assistance in resolving discrimination or harassment complaints. Employees may make inquiries with assurance that their confidentiality will be protected.

The County’s primary concern is that employees report discrimination or workplace harassment as early as possible. so problems can be corrected. County employees are encouraged to discuss their equal employment concerns with their Agency/Department management. However. the Equal Employment Opportunity Access Office is also available to employees and is authorized to conduct internal investigations of employment discrimination allegations against the County of Orange.

Employees also have the option to take complaints directly to state or federal equal employment compliance agencies. However, the goal of the EEO/Access Office is to help resolve concerns rapidly and efficiently in order that assistance from an outside agency may not be necessary..

Employees can also call the Compliance Line to report EEO related matters at (855)-387-4432. The Compliance Line is a third-party hotline run by live operators 24 hours a day, 7 days a week. This reporting hotline gives employees the opportunity to voice concerns regarding potential EEO related matters. Callers have the option to remain anonymous when calling in.
