The Anthem Medical Plans Are Leaving In 2024 
 

Starting January 1, 2024, the County is making changes to the retiree health plans to address how the rising cost of healthcare is impacting our retirees.  As a result, Anthem Blue Cross will no longer be offered as a retiree medical health plan option. Retirees currently enrolled in an Anthem Blue Cross plan through the County must elect a new plan during Open Enrollment.
 

Non-Medicare Eligible Retirees
You will be able to select from the same plans available to active employees, while paying only 20% more than the active employee premiums (employee and employer cost combined.)   Please be advised that if you do not make an election during Open Enrollment, you will be defaulted into the Cigna Choice HMO retiree plan and a primary care physician will be auto assigned to you. 

Medicare Eligible Retirees
The Humana PPO plan is being added (in place of the Anthem plans) to your selection of County Medicare plans for 2024, which also include Kaiser Permanente Senior Advantage HMO, SCAN HMO, Humana PPO, Wellwise, and Sharewell. Please be advised that if you do not make an election during Open Enrollment, you will be automatically enrolled into the Humana Retiree PPO plan.


Humana Retiree PPO 
The Humana Retiree PPO plan is a “passive” PPO, which means that you are not required to use Humana’s network.  As long as your provider participates in Medicare and bills Humana your In-Network and Out-of-Network benefits are the same.  The benefits under the Humana Passive PPO remain the same regardless of where you are in the United States or the U.S. Territories. In addition, there is not a medical deductible.  The Humana medical plan charges a flat co-pay for all medical services except Durable Medical Equipment/Prosthetics/Medical Supplies, and  Diabetic Monitoring Supplies; these services are covered with a 10%.  All copays and coinsurances for Medicare covered services applies to your maximum medical out of pocket of $3,400 per individual per year; once you have paid $3,400 all covered medical services pay at 100%.
 
 

Please make sure your preferred mailing address and email is on file with the Benefits Service Center by logging-in to your My OC Benefits™ portal at MyBenefits.ocgov.com, or by calling 833-476-2347. Then watch your mail for information from County of Orange Employee Benefits so that you can have all your questions answered during Open Enrollment.

Continuity of Care

If your current doctors, hospitals, facilities or other health care providers are not in-network with plan you enroll in for 2024, you may be eligible for “continuity of care.”  Continuity of Care benefits are intended to provide coverage for individuals who meet all of the following criteria.
 

  1.  You have one of several specified medical conditions.
  2. You require ongoing treatment for a certain period of time.
