The Employee Benefits Website provides current and prospective County of Orange employees, and retirees, with valuable information about the benefits offered through the County of Orange.

This is a brief overview with links to specific benefits programs for more detailed information.

Health Care Coverage

Employees: The County of Orange offers employees a choice of  5 health plans; two (2) Preferred Provider Organization (PPO) health plans and three (3) Health Maintenance Organization (HMO) plans. The County pays 90% of your health insurance premium for a full time, employee enrolled with self only coverage. If you enroll dependents the County pays approximately 75% of the total premium. The County pays approximately half of this amount for eligible part time employees. Payroll deductions are taken on a before-tax basis to provide tax savings on your share of the health care premium costs.

Retirees: The County of Orange offers retirees several health plan options.  Medicare Advantage plans are only available to retirees and dependents with Medicare.  HMO plans are only available if you live in the plan's California service area.  PPO plans cover you anywhere you choose to live although the in-network providers vary by region.  In total there are four (4) Preferred Provider Organization (PPO) health plans and five (5) Health Maintenance Organization (HMO) plans. Health Care and Dependent Care Reimbursement Accounts

The Health Care Reimbursement Account (HCRA) and Dependent Care Reimbursement Account (DCRA) are tax savings programs that allow eligible employees to set aside before-tax dollars from each paycheck to help pay for eligible health care and/or dependent care expenses for you and your family.  In most cases, this is a way to reduce your taxable income and therefore the amount of taxes you pay.  For a list of eligible expenses you can contact the IRS at 1-800-829-3573 or visit the IRS website at  These are annual programs therefore you must make a new HCRA and/or DCRA enrollment decision each year during Open Enrollment.

Employee Assistance Program (EAP)

Employee Assistance Program (EAP) provides confidential counseling, information and referrals for employees and employees' families on a range of topics including marital problems, depression, debt, or legal advice. It is available 24 hours a day. Leave of Absence/Disability

The amount you pay for continuing your benefits coverage when you go on leave of absence may change significantly and in most cases, you will receive a monthly bill to continue your coverage while you are out.  Be sure to carefully read and respond to all benefits information mailed to you to avoid cancellation of coverage while on leave. 

Defined Contribution Program (457 Plan)

The Defined Contribution Program is a voluntary, supplemental long-term retirement program that permits you, through payroll deductions, to defer (postpone, delay) some of your salary on a before-tax basis. Taxes on the money and earnings are deferred until they are withdrawn, at separation/retirement from the County.

Retirement Plan

The Orange County Employees Retirement System (OCERS) provides retirement benefits for employees of the County of Orange. While you’re a member, both you and the County make contributions to the Retirement System. When you retire, you’ll receive a monthly pension allowance that is based on your tier (determined by your date of membership into OCERS), your age at retirement, the average of your highest consecutive monthly earnings, and your years of eligible service. Retiree Medical Program

The County of Orange offers a Retiree Medical Insurance Program which assists retirees with the cost of retiree health insurance rates and/or Medicare Part B premiums. County of Orange retirees receive a monthly Retiree Medical Grant, if eligible, based upon years of service, age at separation, and Medicare status.
